what does it mean when a guy tilts his head as he talks to you?

he hardly ever talks to me and only replies to me when he wants to. and he doesnt face me either. when i do wait for his reply though he just slowly turns and looks at me while he tilts his head and goes hmmmm... what?

as though its an effort to talk to me. im really confused by this behaviour. any ideas?
