First things first. Has your sister started her periods? If not, then Pregnancy is not an issue here. If she has started her periods then other things need to be in place for pregnancy to happen. She would have to be ovulating, the release of the egg into the fallopian tubes.
Semen travels over 20 mph. It doesnt matter if his Penis is in a tiny bit or all the way. The semen then travels up into the vagina looking for an egg to fertilize. Semen can actually live for up to 5 days or so in the female until it dies. If during that time, the semen runs into an egg which can only happen if your sister has released one during ovulation, then it can and probably will fertilize it.
But remember, certain things need to be in place for pregnancy to occur.
