I've never actually heard of someone with Down's Syndrome having a drivers licence. The level of learning ability can vary with people with Down's Syndrome. I wouldn't be surprised of someone with Down's but their learning ability high on the scale could do it. Basically if they are able to pass the test, then they should be allowed to in my opinion. There is no harm in trying.
